William (Bill)
Tolbert is the scoutmaster/hero of the Threads of Honor story. He has
become the spokesperson for the story because of his polish, his interview
skills, and his personal knowledge of this true story. He was the
scoutmaster that took troop 514 of Monument Colorado and developed it into
a thriving troop. He was the one who originally ordered the American flag
for the troop and, through his space connections, was able to get it on
the shuttle mission. And he was the one who accompanied his proud troop to
Independence Hall in Philadelphia in September 1987 for the constitution
bicentennial, where they were honored by having this amazing flag
designated the official flag of the constitution bicentennial.
