William (Bill) Tolbert

William (Bill) Tolbert is the scoutmaster/hero of the Threads of Honor story. He has become the spokesperson for the story because of his polish, his interview skills, and his personal knowledge of this true story. He was the scoutmaster that took troop 514 of Monument Colorado and developed it into a thriving troop. He was the one who originally ordered the American flag for the troop and, through his space connections, was able to get it on the shuttle mission. And he was the one who accompanied his proud troop to Independence Hall in Philadelphia in September 1987 for the constitution bicentennial, where they were honored by having this amazing flag designated the official flag of the constitution bicentennial.

Retired USAF Officer

-         Managed Classified Space Programs for Air Force Space Command

-         Chief, Manned Spaceflight Division, Air Force Space Command

-         Completed special academic training program for Manned Spaceflight Engineer (MSE) Program

-         Served as the AF Liaison to the Department of Energy

-         Designed the first solar heated home in the military

-         Has been a member of the faculty of the United States Air Force Academy in Colorado
Springs

 

Prior Enlisted Service

-         Served as Enlisted Medic during Vietnam War

-         Selected for special enlisted commissioning program

 

L.D.S. Church:

-    Convert to the L.D.S. Church (along with wife) at the University of Wyoming

-         Scoutmaster (twice), Cubmaster, Other Scouting positions

-         Bishop in Arvada Stake  (released in 1984)

-         Member of Stake Presidency in Columbine Stake (released Nov 2001)

 

Education:

-         B.S. Civil Engineering, Cum Laude, University of Wyoming

-         M.S. Architectural Engineering, with Honors, University of Texas

 

Professional:

-    Chairman, Meneren Corporation, an international project development company that
      structures large infrastructure programs around the world (airports, seaports, destination
      resorts, etc.

-    Bill Tolbert is a world traveler who has done business on every continent of the world except
     Antarctica.

 

Challenger Flag Related Presentations: Bill Tolbert has given presentations about the Challenger flag all over the United States, and in some foreign countries (Canada, South Africa, the United Arab Emirates, and China). He has given it before professional groups, student groups, Boy Scout encampments, military groups, church groups, and in radio interviews. He's a polished speaker and presenter. In fact, his presentation on the Challenger flag won the top national award for a patriotic public communication from the Freedom's Foundation at Valley Forge.
